Ordinances

An Ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

Emergency Ordinance Number 2018-01 (PDF). An Ordinance accepting certain easements related to the construction of a multi-use path/sidewalk along the eastern side of Main Street from Lebanon Street to the Monroe Community Park and declaring an emergency.

Emergency Ordinance Number 2018-02 (PDF). An Ordinance accepting certain easements related to the Monroe Medical Building Site Plan and declaring an emergency.

Emergency Ordinance Number 2018-03 (PDF). An Ordinance amending and supplementing Exhibit "1" of Ordinance Number 2017-30 to establish the position and salary range of police captain; increase the permitted number of positions for police lieutenant to 3, patrol officer to 26, dispatcher II to 8, community services specialist to 3, crew leader street department to 4, and operator/laborer II to 15; eliminate the position of receptionist; and change the position of city engineer to assistant public works director/city engineer, and declaring an emergency.

Emergency Ordinance Number 2018-04 (PDF). An Ordinance amending and supplementing Chapter 887 of the Codified Ordinances of the City of Monroe to change the title of Tax Commissioner to Tax Administrator in certain sections, adopt Sections 718.80 through 718.95 of the Ohio Revised Code,and declaring an emergency.

Ordinance Number 2018-04A (PDF). An Ordinance, otherwise known as the Permanent Appropriations Ordinance, amending and supplementing Ordinance Number 2017-37, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2018.

Ordinance Number 2018-05 (PDF). An Ordinance: amending and supplementing the Planning and Zoning Code to correct typographical errors; establish a deadline for the dedication of streets; authorize the Code Enforcement Officer to extend the time for site plan approval; add the definition for Institutional Care Facility; prohibit truck stops, storage of vehicles ad a principle use, and freestanding drive-through facilities; limit the number of semi-trailer truck refueling stations; change the maximum height requirement for fences and/or retaining walls under certain circumstances; clarify only one principle use allowed per parcel, like uses can be on one lot, accessory structures must be subordinate in height to the principle structure, and the sum of square feet of footprint of principle structure; require a permit for unenclosed patios; add floor standards for accessory buildings; permit the raising of chickens; prohibit wood piles in side yards; change the industrial architectural design standards; require private driveway and lots to meet certain requirements; exempt residential property from certain landscaping requirements; expand on the requirement for landscaping; clarifying requirements for street trees for private commercial developments; establish a minimum requirement for certain landscaping; including dumpster wall damage protection; modify the area and height for wayfinding signs and monument signs; permit digital signs in industrial districts; allow for pole mounted driveway signs; amend the material and construction type for ground mounted and downtown signs; and include the definition of truck terminal.

Emergency Ordinance Number 2018-05A (PDF). An Ordinance authorizing a fifty percent net profits rebate, waiving a portion of building fees, and extending the reduction in the water rate for UGN, Inc., and declaring an emergency.

Emergency Ordinance Number 2018-06 (PDF). An Ordinance accepting the donation of real property to be used for public right-of-way in connection with the construction of Jerry Couch Boulevard and declaring an emergency.

Emergency Ordinance Number 2018-07 (PDF). An Ordinance amending Emergency Ordinance Number 2018-05A to authorize a net profit credit as opposed to a rebate to UGN, Inc. and declaring an emergency.

Ordinance Number 2018-08 (PDF).  An Ordinance authorizing facility design/operational efficiency assistance and building infrastructure funds associated with the proposed relocation of Crane Consumables.

Ordinance Number 2018-09 (PDF). An Ordinance authorizing the City Manager to execute a Community Reinvestment Area Agreement with ProLogis substantially in the form attached hereto.

Ordinance Number 2018-10 (PDF). An Ordinance amending and supplementing Ordinance No. 2018-04, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2018.

Emergency Ordinance Number 2018-11 (PDF). An Ordinance authorizing the sale or trade in of certain personal property no longer needed for municipal purposes and declaring an emergency.

Ordinance Number 2018-12 (PDF). An Ordinance amending Section 452.12 of the Codified Ordinances to prohibit parking on any street designated primarily for service to industrial or commercial areas.

Emergency Ordinance Number 2018-14 (PDF). An Ordinance releasing, vacating, quitclaiming, and fully discharging all right, title and interest the City of Monroe holds in and to certain utility easements fully described herein, and declaring an emergency.

Ordinance Number 2018-15 (PDF). An Ordinance authorizing the City Manager to enter into an incentive agreement by and between the City of Monroe and the Board of Education of the Monroe Local School District related to the construction of an 827,000 square foot building by ProLogis Logistics Services Incorporated.

Ordinance Number 2018-31 (PDF).   An Ordinance amending Exhibit "1" of Ordinance No. 2018-03 to adjust the minimum and maximum wage/salary range for all non union employees by a three percent increase.

Emergency Ordinance Number 2018-32 (PDF). An Ordinance authorizing the City to participate in cooperation with, and requesting the Warren County Port Authority's participation in, the refunding of Port Authority Special Obligation Development Revenue Refunding Bonds issued to finance public improvements for the Corridor 75 Park Project; and declaring an emergency.

Emergency Ordinance Number 2018-33 (PDF). An Ordinance authorizing the City to participate in cooperation with, an requesting the Warren County Port Authority's participation in, the refunding of Port Authority Special Obligation Development Revenue Bonds issued to finance public improvements for the Chelsea Mall Project, and declaring an emergency.

Emergency Ordinance Number 2018-35 (PDF). An Ordinance to authorize the transfer of the amounts described herein from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, Street Fund, Capital Improvement Fund, Park Improvement Fun, G.O. Emergency Ordinance Number 2018-36 (PDF). An Ordinance authorizing the cash advance of $5,000 from the General Fund to the Corridor 75 Park LTD TIF Fund and $60,000 from the General Fund to the Street Lighting Fund, and declaring an emergency.

Ordinance Number 2018-37 (PDF). An Ordinance amending and supplementing Ordinance No. 2018-30A, otherwise known as the permanent appropriations ordinance, to meet current expenses, and other expenditures of the City of Monroe, during fiscal year ending December 31, 2018.

Resolutions

A resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.

Emergency Resolution Number 01-2018 (PDF). A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and KZF Design Inc. for professional architectural services to determine the feasibility of utilizing 601 South Main Street, Monroe, Ohio, for the Department of Police and declaring an emergency.

Emergency Resolution Number 02-2018 (PDF).
