2020 Legislation

An Ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease, or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

​Ordinance Number 2020-01 (PDF).  An Ordinance amending and supplementing Ordinance No. 2019-41, otherwise known as the temporary appropriations, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

Ordinance Number 2020-02 (PDF). An Ordinance authorizing the trade-in of certain personal property no longer needed for municipal purposes.

​Ordinance Number 2020-03 (PDF). An Ordinance amending Exhibit "1" of Ordinance No. 2019-42 to establish additional fixed and transitional positions, pay grades, and pay ranges for all non union employees.

​Emergency Ordinance Number 2020-04 (PDF). An Ordinance accepting a temporary and permanent easement from Geoffrey Murase for the purpose of constructing and maintaining a sanitary sewer lateral from the State Route 4 Fire Station and declaring an emergency.

Emergency Ordinance Number 2020-05. (PDF) An Ordinance amending Section 1040.10(A) of Chapter 1040 of the Codified Ordinances to discontinue the automatic water rate increase effective January 1, 2020, pending the results of a water rate study and declaring an emergency.

​Ordinance Number 2020-06 (PDF). An Ordinance, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

Emergency Ordinance Number 2020-07 (PDF). An Ordinance authorizing the City Manager to enter into a facility encroachment agreement by and between the City of Monroe and CSX Transportation, Inc. for the installation and maintenance of one six-inch diameter sub-grade pipeline crossings, solely for the conveyance of potable water, and declaring an emergency.

Ordinance Number 2020-08 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-06, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2020.

​Emergency Ordinance No. 2020-11. An Ordinance extending the deadline for the filing of and payments of the City of Monroe income tax for filing year 2019 and declaring an emergency.

​Emergency Ordinance Number 2020-12. An Ordinance to declare certain emergency procedures necessary for the continued governance of the City during the current national state of emergency and declaring an emergency.

A Resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.

​Emergency Resolution Number 01-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $70,936.80 to W. G. Stang LLC and declaring an emergency.

​Emergency Resolution Number 02-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $3,096.00 to USI Insurance and declaring an emergency.

​Emergency Resolution Number 03-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $32,660.33 to Civica CMI and declaring an emergency.

Emergency Resolution Number 04-2020 (PDF). A Resolution accepting the bid submitted by Rack and Ballauer Excavating Co., Inc. and authorizing the City Manager to enter into an agreement for the Todhunter Road Culvert Replacement Project and declaring an emergency.

Emergency Resolution Number 05-2020 (PDF). A Resolution accepting the recommendation of the Butler County Tax Incentive Review Council of November 7, 2019, and declaring an emergency.

Resolution Number 06-2020 (PDF).  A Resolution approving blanket purchase orders as recommended by the Director of Finance and the City Manager.

Resolution Number 07-2020 (PDF). A Resolution directing the Director of Finance to request an advancement of taxes assessed and collected on behalf of the City of Monroe from the Auditors of Butler and Warren Counties.

Resolution Number 08-2020 (PDF).  A Resolution expressing Council's intent for the sale of personal property not needed for public use or is obsolete or unfit for the use for which it was acquired by internet auction.

Resolution Number 09-2020 (PDF). A Resolution authorizing and directing the City Manager or designee to apply for any and all grant funds; provided that acceptance of any grant funds, including matching funds, must be specifically approved by Council.

Emergency Resolution Number 10-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $22,859.08 to Enterprise FM Trust and declaring an emergency.

Resolution Number 11-2020 (PDF). A Resolution accepting the lowest and/or best bid submitted for the State Route 4 Fire House Sanitary Sewer Lateral Project and authorizing the City Manager to enter into an agreement by and between Stauffer Site Services LLC for said project.

Resolution Number 13-2020 (PDF).  A Resolution accepting the lowest and/or best bid submitted for the Monroe Bicentennial Commons Project, Phase 1, and authorizing the City Manager to enter into an agreement by and between the City of Monroe and Majors Enterprises, Inc. for said project.

​Emergency Resolution Number 14-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $22,896.00 to Public Entities Pool and declaring an emergency.

Emergency Resolution Number 15-2020 (PDF). A Resolution authorizing the City Manager to accept the proposal submitted by Jones-Warner Consultants, Inc. for professional design services in connection with the South Union Road Improvement Project and declaring an emergency.

Emergency Resolution Number 16-2020 (PDF). An Emergency Resolution to accept the One Ohio Memorandum of Understanding and declaring an emergency.

Resolution Number 17-2020 (PDF). A Resolution accepting the lowest and/or best bid and authorizing the City Manager to enter into an agreement by and between the City of Monroe and Dailey's Lawn & Landscaping for mowing of various properties.

Emergency Resolution Number 18-2020 (PDF). A Resolution accepting the lowest and/or best bid and authorizing the City Manager to enter into an agreement by and between the City of Monroe and J. W. Brennan Excavating for the Garver Road Water Main Replacement Project, and declaring an emergency.

Emergency Resolution Number 19-2020 (PDF). A Resolution rejecting the report and recommendations of Felicia Bernardini, Fact Finder for the State Employment Relations Board (SERB), in reference to Case No. 2019-MED-07-0620, and declaring an emergency.

Emergency Resolution Number 20-2020 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $3,172.00 to Phoenix Safety Outfitters and declaring an emergency.

Emergency Resolution Number 21-2020 (PDF). A Resolution accepting the lowest and/or best bid submitted for the Local Roadway Striping Project and authorizing the City Manager to enter into an agreement by and between the City of Monroe and Aeromark LLC for said project and declaring an emergency.

Resolution Number 22-2020 (PDF). A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and other participating agencies located in Warren County to establish the Warren County Drug Task Force Council of Governments, and declaring an emergency.

Emergency Resolution Number 23-2020 (PDF). A Resolution accepting the lowest and/or best bid submitted for the Highway Striping Project and authorizing the City Manager to enter into an agreement by and between the City of Monroe and Areomark LLC for said project, and declaring an emergency.
