The City of Monroe, OH is soliciting qualifications from design professionals interested in providing Professional A/E Services as the Criteria Architect for two projects.

Project A:           New Public Works Facility

Copies of the RFQ are available from the Department of Public Works.  A Statement of Qualifications received by a Firm who is not on the official submitter’s list may be deemed non-responsive. A “submitter” is one who has received the RFQ directly from Mr. Gary Morton. Please email Mr. Gary Morton, Director of Public Works, City of Monroe (MortonG@monroeohio.org) , to request a copy of the RFQ and to be placed on the official submitter’s list.

Pre-Qualification Video Conference

PRE-PROPOSAL MEETING.  The City of Monroe shall conduct a pre-proposal meeting.  The date of the meeting is scheduled for September 6, 2023 @ 10:00 AM EST.  The intent of the pre-proposal meeting is to:

•   Review the Request for Qualifications (RFQ)

•   Review the RFQ and Project Schedule

•   Questions and Responses

The pre-proposal meeting will be facilitated using MICROSOFT TEAMS with the following login information:

RFQs will NOT be distributed at the conference.

Qualifications Submission

Completed qualifications must be submitted as specified in the RFQ, no later than 2:00 p.m. EST on October 18, 2023 .

RFQ Response Questions

1. Is it acceptable for a Joint Venture A/E team to submit qualifications for consideration for the Criteria A/E team role?  Yes, a Joint Venture approach is acceptable. The submitter should include documentation verifying that the Joint Venture Team is an actual entity and will remain in this capacity should they be awarded this project. 
2. The selection template provided in the RFQ alludes to a review of a SF330 style qualifications package as typically seen on State of Ohio projects.  Does the City of Monroe have a preference on the submission style; SF330 format or at the firms discretion?  The submission packet does not need to follow the SF330 format.  The RFQ used this style of document for clarity when reviews are conducted upon receipt of the submission packages. 
3. If a firm is a sub-consultant (secondary) to the selected Criteria AE, is the sub eligible to be on or lead a Design-Builders A/E of record team? No. The goal for the City of Monroe is to secure the services of the Criteria A/E as a consultant to both projects when the DB A/E team(s) is selected.  
4. Is the firm selected to be Criteria AE eligible to be a sub-consultant on a Design-Builders A/E of record team? No. The plan is for the City of Monroe to secure the services of the Criteria A/E team as a consultant to these projects when the DB A/E team is selected.  Having the Criteria A/E as part of the DB team could result in a conflict of interest.

• Bids shall be submitted in sealed envelopes, properly identified with the bidder's name, contract number, bid opening date and a statement that it is a sealed bid covering the services for which the bid is­ submitted. Bids shall be addressed to the Monroe Department of Public Works, 1000 Holman Avenue, Monroe, Ohio 45050.
• Prevailing Wage rates and Equal Employment Opportunity requirements are applicable to this Project.
• Bids must be accompanied by a Bid Security made payable to the City of Monroe in the amount of 10% of the Bidder’s maximum Bid price per ORC 153.57.
• The City of Monroe, Ohio reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems most advantageous to the City. All Bids shall remain subject to acceptance for up to 60 days after opening receiving Bids.
