Ordinances

 

An ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the  Municipality for the regulation of the conduct of its citizens or others  subject to its control, and intended to be of permanent duration.  Every action of a general and permanent nature; or granting a franchise;  or levying a tax; or appropriating money; or contracting an indebtedness,  to be evidenced by the issuance of bonds or notes; or for the purchase,  lease or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

 

 

Ordinance No. 2015-01. An Ordinance approving an application for the creation of the I-75 Monroe Community Entertainment District. 

Emergency Ordinance No. 2015-02. An Ordinance authorizing the trade in of certain personal property no longer needed for municipal purposes and declaring an emergency. 

Emergency Ordinance No. 2015-03. An Ordinance to authorize the transfer of the amounts herein from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, Street Fund, Capital Improvement Fund, S.A. Street Lighting Fund, and G.O. Bond Retirement Fund; from the 2004 RID Fund to the G.O. Bond Retirement Fund, and declaring an emergency. 

Ordinance No. 2015-04. An Ordinance, otherwise known as the Appropriations Ordinance, amending and supplementing Ordinance No. 2014-40, to meet current expenses and other expenditures of the City of Monroe, during Fiscal Year Ending December 31, 2015.

Ordinance No. 2015-06. An Ordinance authorizing the sale of certain personal property no longer needed for municipal purposes. 

Ordinance No. 2015-07. An Ordinance amending Section 3.01 I. of the Personnel Policy Manual deleting the requirement of Compensatory Time being paid prior to a pay increase. 

Ordinance No. 2015-08. An Ordinance amending Chapter 860 of the Business Regulation and Taxation code of the Codified Orninances to amend definitions, provisions, and regulations concerning the licensing and operation of sexually oriented businesses.

Ordinance No. 2015-10. An Ordinance amending Ordinance No. 2014-04. otherwise known as the Appropriations Ordinance. to meet current expenses and other expenditures of the Cityof Monroe, during fiscal year ending December 31, 2015.

Ordinance No. 2015-12. An Ordinance approving the final plat of Gil Mar Meadows, Part Ten, Block B.

Emergency Ordinance No. 2015-13. An Ordinance approving the final plat of Monroe Crossings Subdivision, Phase Three, Block E, Section 2, and declaring an emergency. 

Ordinance No. 2015-14. An Ordinance rezoning real property containing approximately 9.612 acres, more or less, located at 350 Lawton Avenue, Monroe, Ohio from L-1 Light Industrial Zoning District to H-1 Heavy Industril Zoning District. 

Ordinance No. 2015-15. An Ordinance rezoning real property containing approximately 3.677 acres, more or less, located at the southwest corner of State Route 63 and South Union Road from H-1 Heavy Idustrial Zoning District to C-2 General Commercial Zoning District.  

Ordinance No. 2015-16. An Ordinance rezoning real property containing approximately 22.212 acres, more or less, located at 100 Corridor Park Drive, Monroe, Ohio from H-1 Heavy Industrial Zoning District to L-1 Light Industrial Zoning District. 

Ordinance No. 2015-17. An Ordinance amending Section 1204.04(D)(15) and Section 1217.02 of the City of Monroe Planning and Zoning Code to amend regulations and definitions concerning sexually oriented businesses.

 Ordinance No. 2015-18. An Ordinance amending and supplementing various sections of the Planning and Zoning Code. 

Ordinance No. 2015-19. An ordinance amending Ordinance No. 2014-37 to adjust the minimum and maximum wage/salary range for the Income Tax Commissioner; change the title of Public Works Clerk to Public Works Administrative Assistant and increase the authorized number to two; and increase the authorized number of Utility Billing Collections Specialist positions to two. 

Ordinance No. 2015-20. An Ordinance amending Ordinance No. 2015-10, otherwise known as the appropriations Ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2015. 

Emergency Ordinance No. 2015-20A. An Ordinance directing the Director of Finance to certify any and all unpaid assessments tot he Butler County Auditor for mowing of property in violation of Chapter 674 of the Codified Ordinances and declaring an emergency. 

Ordinance No. 2015-21. An Ordinance levying assessments for sidewalks, curbs, gutters, and driveway aprons. 

Emergency Ordinance No. 2015-22. An Ordinance approving the final plat of Wyandot Woods Section Five and declaring an emergency.  

Emergency Ordinance No. 2015-23. An Ordinance determining to adjust Special Assessments levied for the purpose of constructing certsin improvements and declaring an emergency.  

Emergency Ordinance No. 2015-24. An Ordinance directing the Director of Finance to certify any and all unpaid assessments to the County Auditor for all unpaid water, sanitary sewer, storm sewer, and trash acounts, and declaring an emergency. 

Emergency Ordinance No. 2015-25. An Ordinance leving assessments for street lighting , listing real properties to be assessed located in Butler County, and declaring an emergency. 

Emergency Ordinance No. 2015-26. An Ordinance levying assessments for street lighting, listing real properties to be assessed located in Warren County, and declaring an emergency.

Emergency Ordinance No. 2015-27. An Ordinance amending and supplementing Ordinance No. 2015-03 to reduce the amount transferred from the General Fund to the Street Fund and authorize a transfer from the General Fund to the Storm Water Fund and declaring an emergency.

Ordinance No. 2015-28. An Ordinance amending Ordinance No. 2015-20, otherwise known as the Permanent Appropriations Ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December, 2015.

Ordinance No. 2015-29. An Ordinance repealing Chapter 854 of the Business Regulation Code of the Codified Ordinances and amend Chapter 854 of the Business Regulation Code to update the regulations and licensing of solicitors and peddlers. 

Ordinance No. 2015-30 . An Ordinance amending Section 286.05 to provide for a change in the fee for a license issued pursuant to Chapter 854 of the Codified Ordinances. 

Ordinance No. 2015-31 An Ordinance supplementing Section 1064.02(A) of the Codified Ordinances of the City of Monroe to provide for additional regulations concerning alcoholic beverages in Municipal Park Facilities. 

Ordinance No. 2015-33. An Ordinance authorizing and directing the City Manager to enter into a lease agreement by and between the City of Monroe and Oakland Farms Incorporated for the lease of real property containing approximately 50 gross acres located on North Main Street. 

Ordinance No. 2015-35. An Ordinance vacating a portion of Garver Road.

Ordinance No. 2015-36. An Ordinance rezoning real property containing approximately 3.3 acres, more or less, located on Lawton Avenue, from C-1 General Commercial Zoning District to L-1 Light Industrial Zoning District.

Ordinance No. 2015-37. An Ordinance amending and supplementing various sections of the Planning and Zoning Code to permit large breweries in a Light Industrial District, Establish a minimum Single -Family House size in Agricultural Districts, clarifying the setback for vehicular use areas, and increase street tree spacing requirements. 

Emergency Ordinance No. 2015-39. An Ordinance authorizing the City Manager to enter into a contract by and between the City of Monroe and RDT Concepts for the replacement of three Dispatch consoles and declaring an emergency.

Emergency Ordinance No. 2015-40. An Ordinance supplementing the Codified Ordinances of the City of Monroe by adopting Chapter 887 to implement a new tax ordinance for taxable years beginning on or after January 1, 2016 and limiting the application of existing Chapter 886 to tax years prior to 2016.

Emergency Ordinance No. 2015-41. An Ordinance amending Exhibit "1" of Ordinance No. 2015-19 to adjust the minimum and maximum wage/salary range for all non union employees by a two percent increase based on the Midwest Employee Cost Index.

Ordinance No. 2015-42. An Ordinance ratifying the Community Reinvestment Area Agreement with Rivertown Brewing Company and Barrel House, LLC; authorizing the City Manager to execute the Community Reinvestment Area Agreement substantially in the form attached to this ordinance upon reciept of notification of Monroe City School and declaring an emergency. 

Ordinance No. 2015-43. An Ordinance approving a water rate, corporate income tax rebate, and funds for securing the appropriate liquor licenses for Rivertown Brewing Company and Barrel House, LLC. 

Emergency Ordinance No. 2015-44. An Ordinance amending and supplementing Ordinance 2015-27 to increase the amount transferred from the General Fund to the G.O. Bond Retirement Fund and transfer the amount described herein from the General Fund to the S.A. Bond Retirement Fund, and declaring an emergency.

Ordinance No. 2015-45. An Ordinance amending Ordinance No. 2015-28, otherwise known as the Permanent Appropriations Ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2015. 

Emergency Ordinance No. 2015-46. An Ordinance authorizing the cash advance of $1,040,000 from the General Fund to the Capital Improvement fund and $1,000 from the General Fund to the Corridor 75 Park LTD TIF Fund, and declaring an emergency. 

Emergency Ordinance No. 2015-47. An Ordinance to authorize the transfer of the amounts described herein from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, Street Fund, Capital Improvement Fund, and G.O. Bond Retirement Fund; from the Water Fund to the Water Bond Retirement Fund; and from the 2004 RID Fund to the G.O. Bond Retirement Fund, and declaring an emergency. 

Ordinance No. 2015-48. An ordinance providing for temporary appropriations for the City of Monroe, Ohio to meet the ordinary expenses of said city under authority of Ohio Revised Code Section 5705.38 and the Charter of the City of Monroe.

A resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provision to be done by ordinance.

 

 

Emergency Resolution No. 01-2015. A Resolution approving a Then-and-Now Certificate in the amount of $3,674.00 to L.J. Deweese Co. Inc. and declaring an emergency. 

Emergency Resolution No. 02-2015. A Resolution approving a blanket Purchase Order as recommended by the Director of Finance and the City Manager and declaring an emergency. 

Emergency Resolution No. 03-2015. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe, Warren County, and other jurisdictions within Warren County for Law Enforcement Mutual Aid and declaring an emergency. 

Emergency Resolution No. 04-2015. A Resolution directing the Director of Finance to request an advancement of taxes assessed and collected on behalf of the City of Monroe from the auditors of Butler and Warren Counties and declaring an emergency. 

 Emergency Resolution No. 05-2015. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and the Miami Valley Communications Council for CodeRed Services and declaring an emergency. 

 Resolution No. 06-2015. A Resolution authorizing the City Manager to enter into a Utlization Agreement by and between the City of Monroe and the Monroe Lions Club for Artillery School at Monroe Community Park. 

Resolution No. 07-2015. A Resolution authorizing the City Manager to enter into a Utlization Agreement by and between the City of Monroe and the Monroe Lions Club for the Easter Egg Hunt at Monroe Community Park. 

Resolution No. 08-2015. A Resolution authorizing the City Manager to enter into a Utilization Agreement by and between the City of Monroe and the Monroe Historical Society for the Cruise-In at the Cabin at Monroe Community Park. 

Emergency Resolution No. 09-2015. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Dalene M. Pride for the auditing of certain Ohio Bureau of Motor Vehicles Records related to the Motor Vehicle License Tax and declaring an emergency. 

Emergency Resolution No. 10-2015. A Resolution accepting grant funds from the Ohio Development Services Agency for consulting services to improve the work order process in the Department of Public Works, authorize the City Manager to execute any and all documents required for acceptance of said grant funds, and declaring an emergency.

Resolution No. 40-2015. A Resolution authorizing the City Manger to accept the Proposal submitted by Fishbeck, Thompson, Carr & Huber, Inc. for professional services to update the Storm Water Management Plan. 

 Emergency Resolution No. 41-2015. A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor and declaring an emergency. 

Emergency Resolution No. 42-2015. A Resolution amending Emergency Resolution No. 23-2014 to increase the amount for professional architectural and engineering services for the exterior building envelope repairs of 233 South Main Street and declaring an emergency.
