Ordinances

 

An ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase, lease or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

 

Emergency Ordinance No. 2016-01. An Ordinance amending and supplementing Exhibit "1" of Emergency Ordinance No. 2015-41 to change the Title of Administrative Assistant to Executive Assistant, establish the position and wage/salary range of Code Enforcement Inspector, change the title of Police Secretary to Police Administrative Assistant, change the title of Fire Secretary to Fire Administrative Assistant, increase the authorized number of Fire Lieutenants to 6, increase the authorized number of Patrol Officers to 24, eliminate the position of Building/Zoning Inspector, and declaring an emergency. 

Emergency Ordinance No. 2016-02. An Ordinance approving the final plat of Monroe Crossings Subdivision, Phase 3, Block E, Section 3, and declaring an emergency. 

Emergency Ordinance No. 2016-03. An Ordinance amending Ordinance No. 2015-12 to reflect the approval of the final plat of Gil Mar Meadows, Part Ten, Block C and declaring an emergency. 

 Ordinance No. 2016-04. An Ordinance amending and supplementing Chapter 1064 of the Codified Ordinances of the City of Monroe to update the regulations as it relates to Municipla Park Facilities. 

Ordinance No. 2016-05. An Ordinance approving a Ballot Initiative to permit Sunday sales of beer and intoxicating liquor in the I-75 Monroe Community Entertainment District.  

Ordinance No. 2016-06. An Ordinance , otherwise known as the Appropriations Ordincance, amending and supplementing Ordinance No. 2015-48, to meet current expenses and other expeditures of the City of Monroe, during fiscal year ending December 31, 2016. 

Emergency Ordinance No. 2016-07. An Ordinance to authorize the Director of Public Works to purchase a used bucket lift truck in an amount not to exceed $30,000 and declaring an emergency. 

Emergency Ordinance No. 2016-08. An Ordinance authorizing the sale of certain personal property no longer needed for municipal purposes and declaring an emergency.

Ordinance No. 2016-09. An Ordinance amendng and supplementing Part Two of the Codified Ordinances to comply with current laws and practicies. 

Emergency Ordinance No. 2016-10. An Ordinance authorizing the trade in of certain personal property no longer needed for municipal purpose and declaring an emergency. 

Ordinance No. 2016-11. An Ordinance, otherwise known as the Appropriations Ordinance, amending and supplementing Ordinance 2016-06, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2016.

Ordinance No. 2016-13. An Ordinance authorizing the City Manager to enter into a Second Amendment to Development Agreement by and between the City of Monroe and Park North Land, LLC. 

Ordinance No. 2016-14. An Ordinance authorizing the City Manager to enter into a Communications Equipment Site Lease Agreement with New Par d/b/a Verizon Wireless for the placement of wireless facilities on the North Main Street Water Tank.

Ordinance No. 2016-15. An Ordinance rezoning property containing approximately 2.4 acres, more or less, identified as parcels C1800005340038, C18000053400396, C1800005340040, C180000534041, C180000534042, and C1800005340043, from R-1 Residential Zoning District to R-1 Residential Planned Unit Development, and amend the existing Planned Unit Development with Ohio Presbyterian Retirement Services to incluse the within described parcels. 

Ordinance No. 2016-16. An Ordinance amending and supplementing Exhibit "1" of Emergency Ordinance No. 2015-41 to reduce the number from two to one for the position of Utlity Billing and Collections Specialist, eliminate the positions of Street Superintendent and Water Superintendent and establish the positions of of Street and Utilities Superintendent, Parks and Cemeteries Superintendent, and Finance Operations Manager and establish the wage/salary range for these positions. 

Ordinance No. 2016-17. An Ordinance supplementing the Codified Ordinances by establishing a Street Light Utility for residents and businesses of the City of Monroe. 

Emergency Ordinance No. 2016-18. An Ordinance accepting real property from Park North 4, LLC for Public Improvements and authorize the City Manager to execute any and all documents necessary to transfer the parcel to the city and require improvements to be made, and declaring an emergency. 

Emergency Ordinance No. 2016-19. An Ordinance amending the Ballot Initiative language approved by Ordinance No. 2016-05 and declaring an emergency. 

Ordinance No. 2016-20. An Ordinance, otherwise known as the Appropriations Ordinance, amending and supplementing Ordinance 2016-11, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2016.

Ordinance No. 2016-21. An Ordinance directing the Director of Finance to certify any and all unpaid assessments to the Butler County Auditor for mowing of property in violation of Chapter 674 of the Codified Ordinances.

Ordinance No. 2016-22. An Ordinance directing the Director of Finance to certify any and all unpaid assessments to the Butler County and Warren County Auditors for all unpaid water, sanitary sewer, storm sewer, and trash accounts, and declaring an emergency.

Emergency Ordinance No. 2016-23. An Ordinance determining to adjust specia assessments levied for the purpose of constructing certain improvements and declaring an emergency.

Emergency Ordinance No. 2016-24. An Ordinance amending and supplementing Sections 887.03, 887.051(B)(I) A., and 887.091 (I) (2) of Chaper 887 of the Codified Ordinances to provide for the definition of time tamp, amending the due dateof quarterly payments, and clarify the time that an electronic payment is made, and declaring an emergency.

Emergency Ordinance No. 2016-25. An Ordinance authorizing the tradein of certain personal property no longer needed for municipal purpose and declaring an emergency.

Emergency Ordinance No. 2016-26. An Ordinance approving the final plat of Wyandot Woods Section Six and declaring an emergency.

Ordinance No. 2016-27. An Ordinance, otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2016-20, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2016.

Ordinance No. 2016-28. An Ordinance amending Section 286.11 of the Administration Code of the Codified Ordinances to provide for an increase in cemetery rates.

Emergency Ordinance No. 2016-29. An Ordinance to authorize the transfer of the amounts described herein from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, Street Fund, Capital Improvement Fund, and G.O. Bond Retirement Fund; from the Water Fund to the Water Bond Retirement Fund; and from the 2004 RID Fund to the G.O. Bond Retirement Fund; and declaring an emergency.

Ordinance No. 2016-30. An Ordinance, otherwise known as the appropriations ordinance, anending and supplementing Ordinance 2016-27, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2016.

Ordinance No. 2016-31. An Ordinance amending Exhibit "1" of Ordinance No. 2016-16 to change the positions of Clerk of Council and Executive Assistant from salary to hourly; increase the starting range for Planner, Streets and Utilities Superintendent, and Parks and Cemeteries Superintendent; and declaring an emergency.

Ordinance No. 2016-32.  An Ordinance amending Exhibit "1" of Emergency Ordinance No. 2016-31 to adjust the minimum and maximum wage/salary range for all non union employees by a three percent increase based on the Midwest Employee Cost Index.

Ordinance No. 2016-33. An Ordinance amending and supplementing Exhibit "1" of Ordinance No. 2016-32 to increase the minimum and maximum wage/salary range for Dispatcher II, increase the authorized number of Firefighter/Paramedics/EMT, and establish the position and wage range for Communications Supervisor.

Emergency Ordinance No. 2016-34 . An Ordinance amending Emergency Ordinance No. 2016-29 to increase the amount transferred from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, and GO Bond Retirement Fund, and declaring an emergency.

 Ordinance No. 2016-35. An Ordinance, otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2016-30, to meet current expenses and other expenditures of the City of Monroe during fiscal year ending December 31, 2016.

Ordinance No. 2016-36 An Ordinance providing for temporary appropriations for the City of Monroe, Ohio to meet the ordinary expenses of said City under authority of Ohio Revised Code Section 5705.38 and the Charter of the City of Monroe.

Ordinance No. 2016-37. An Ordinance supplementing Part Eight, Title Two of the Codified Ordinances to add Chapter 828 to license and regulate the operation of massage establishments.

Ordinance No. 2016-38. An Ordinance supplementing Chapter 806, Amusements and Entertainment, of the Codified Ordinances to add Section 806.05 to prohibit the operation of live sex act businesses.

Emergency Ordinance No. 2016-39 An Ordinance accepting the donation of real property and dedicating a portion of said real property to be used as public right-of-way and a portion for parking and signage easements on Hamilton-Middletown Road and declaring an emergency.

 

 

 

 Resolutions

 

 

A resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provision to be done by ordinance. 

 

Emergency Resolution No. 01-2016. A Resolution approving a blanket purchase order as recommended by the Director of Finance and the City Manager and declaring an emergency. 

Emergency Resolution No. 03-2016. A Resolution authorizing the City Manager to enter into an ageement with the Miami Valley Communications Council for CodeRed services and declaring an emergency. 

Emergency Resolution No. 04-2016. A Resolution expressing Council's intent for the sale of personal property not needed for public use or is obsolete or unfit for the use for which it was acquired by internet auction and to ratify the placement of items currently listed by internet auction, and declaring an emergency. 

 Emergency Resolution No. 05-2016. A Resolution authorizing and directing the City Manager or designee to apply for any and all grant funds; provided that acceptance of any grant funds, including matching funds, must be specifically approved by Council, and declaring an emergency. 

Emergency Resolution No. 06-2016. A Resolution authorizing the City Mananger to enter into an agreement by and between the City of Monroe and Jill C. Aston to serve as Medical Director and declaring an emergency. 

Emergency Resolution No. 07-2016. A Resolution authorizing the City Manager to enter into a Utilization Agreement by and between the City of Monroe and the Monroe Baseball Association for Monroe Community Park and declaring an emergency. 

Emergency Resolution No. 08-2016. A Resolution approving a Then-and-Now Certificate in the amount of $12,334.10 to Jack Doheny Companies and declaring an emergency. 

 Emergency Resolution No. 09-2016. A Resolution accepting grant funds from the Ohio Bureau of Workers' Compensation for a lift system, authorize the City Manager to execute any and all necessary documents for acceptance of sais grant, authorize the expenditure of matching funds, and declaring an emergency. 

Emergency Resolution No. 10-2016. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Upland Software, Inc. for a document management sysytem for Mayor's Court and declaring an emergency. 

Emergency Resolution No. 11-2016. A Resolution authorizing the City Manager to enter into an agreement with the lowest and/or best bidder for the turf maintenance of the cemeteries and declaring an emergency. 

Emergency Resolution No. 12-2016. A Resolution authorizing the City Manager to enter into an agreement with the lowest and/or best bidder for the turf maintenance of the I-75 Interchange and declaring an emergency. 

Emergency Resolution No. 13-2016. A Resolutio approving a Then-and-Now Certificate in the amount of $9,010.39 to Enterprise FM Trust and declaring an emergency. 

Emergency Resolution No. 14-2016. A Resolution amending and restating the OAPFF 457 Deferred Compensation Plan to remain in compliance with the IRS Regulations, extend the option of participating in the plan to all employees, and declaring an emergency. 

Emergency Resolution No. 15-2016. A Resolution declaring the necessity of repairing certain sidewalks, curbs, gutters and driveway aprons in the City of Monroe, County of Butler, Ohio, requiring that abutting property owners repair the same, and declaring an emergency. 

Emergency Resolution No. 16-2016. A Resolution approving a Then-And-Now Certificate in the amount $9,921.35 to Brickler & Eckler LLP and declaring an emergency. 

Energency Resolution No. 17-2016. A Resolution approving a Then-And-Now Certificate in the amount $6,210 to Vision One Consulting and declaring an emergency. 

Emergency Resolution No. 18-2016. A Resolution accepting the recommendations of the Warren County Tax Incentive Review Council of March 14, 2016, as further described herein, and declaring an emergency. 

Emergency Resolution No. 19-2016. A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and other participating agencies located in Warren County to establish the Warren County Drug Task Force Council of Governments, and declaring an emergency. 

Emergency Resolution No. 20-2016. A Resolution amending the Purchasing Policies and Procedures to include a five percent advantage for local vendors on formal bids, increase the Purchase Order limit, increase the amount required for City Manager approval, change the Then-And-Now Certificate and Bid Requirement threshold to reflect the limits set by the Ohio Revised Code, and declaring an emergency. 

Emergency Resolution No. 21-2016. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and the Kleingers Group for professional services to complete a boundary survey and declaring an emergency. 

Resolution No. 22-2016. A Resolution adopting a Parks And Recreation System Master Plan.

Emergency Resolution No. 23-2016. A Resolution authorizing the application for a loan from the Local Government Innovation Fund (LGIF) and authorizing the City Manager to enter into a memorandum of understanding with the City of Monroe and other co-applicants, and declaring an emergency. 

Emergency Resolution No. 24-2016. A Resolution accepting the 2016 Pavement Resurfacing Bid, authorizing the City Manager to enter into a contract with the lowest and/or best bidder, and declaring an emergency.

Resolution No. 36-2016. A Resolution expressing approval and support for the developement of State nad US Bicycle Routes.

Emergency Resolution No. 37-2016. A Resolution authorizing the City Manager to enter into a professional energy services agreement with the Perfection Group for facility improvements and declaring an emergency.

Emergency Resolution No. 38-2016. A Resolution accepting a SAFER grant from the Department of Homeland Security, authorize the City Manager to execute any and all documents necessary to accept said grant, and declaring an emergency.

Emergency Resolution No. 39-2016.  A Resolution approving a Then-and-Now Certificate in the amount of $4,600 to EC Link and declaring an emergency.

Emergency Resolution No. 40-2016. A Resolution authorizing the City Manager to enter into a lease agreement with Kinstle Sterlinmg/Western Star Truck Center for two snow plow trucks and declaring an emergency.

Emergency Resolution No. 41-2016. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and the Butler County Engineer's office to submit a grant application to the Ohio Public Works Commission for the Hankins Road Rehabilitation Project and declaring an emergency.

Emergency Resolution No. 42-2016. A Resolution granting consent to and cooperating with the Director of Transportation of the Ohio Department of Transportation for bridge inspection program services, authorizing the City Manager to execute any and all necessary documents, and declaring an emergency.

Emergency Resolution No. 43-2016. A Resolution accepting the bid from and authorizing the City Manager to enter into a contract with Howell Contractors, Inc. for the Macready Avenue Sidewalk Extension Project and declaring an emergency.

Emergency Resolution No. 44-2016. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe, the Butler County Educational Service Center, and the Monroe Local School District for certain technology related services and declaring an emergency.

Resolution No. 45-2016. A Resolution authorizing the City Manager to enter into a marketing agreement with Utility Service Partners Label, Inc. to allow the offer to residents to purchase water and/or sewer line warranty service.

Emergency Resolution No. 46-2016. A Resolutio to authorize the City Manager to enter into a collective bargaining agreement by and between the City of Monroe and the International Association of Firefighters, Local 3824, and declaring an emergency.

Emergency Resolution No. 47-2016. A Resolution authorizing the City Manager to accept the proposal from RVP Engineering for professional engineering services related to the design of a sidewalk connection along South Main Street to Monroe Community Park and declaring an emergency.

Emergency Resolution No. 49-2016. A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor and declaring an emergency.

Emergency Resolution No. 55-2016.  A Resolution awarding the bid and authorize the City Manager to enter into a contract with Bansal Construction, Inc. for the North Main Street at Todhunter Road Traffic Signal Project, and declaring an emergency.

Emergency Resolution No. 56-2016.  A Resolution awarding the bid and authorize the City Manager to enter into a contract with Bansal Constructing, Inc. for the Hollytree Drive at Clark Boulevard Traffic Signal Project, and declaring an emergency.

Emergency Resolution No. 57-2016. A Resolution to authorize the City Manager to enter into a contract by and between the City of Monroe and Hurst Kelly and Co. LLC for services related to the completion of the City's Comprehensive Annual Financial Report and declaring an emergency.

Emergency Resolution No. 58-2016.  A Resolution authorizing the City Manager to implement a Health Savings Account for calendar year 2017 and declaring an emergency.
