Ordinances

An ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration.  Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

Ordinance No. 2017-01. An Ordinance authorizing the City Manager to enter into a Development Agreement by and between the City of Monroe and Prima Guida, Ltd in connection with the expansion of an existing facility located at 201 Lawton Avenue.

Ordinance No. 2017-02. An Ordinance supplementing Chapter 286 of the Codified Ordinances of the City of Monroe, Ohio, to establish an annual regulatory fee and employee work permit fee pursuant to Chapter 828 of the Business Regulation Code.

Emergency Ordinance No. 2017-03.  An Ordinance adopting an allocation plan for the distribution of certain personal services and declaring an emergency.

Ordinance No. 2017-04.  An Ordinance, otherwise known as the permanent appropriations ordinance, amending and supplementing Ordinance No. 2016-36, to meet current expenses and other expenditures of the City of Monroe during fiscal year ending December 31, 2017.

Emergency Ordinance No. 2017-05. An Ordinance authorizing the transfer of the amounts described herein from the General Fund to the Police Law Enforcement Fund, Fire-1989 Levy Fund, Street Fund, Capital Improvement Fund, G.O. Bond Retirement Fund, Storm Water Fund and Sewer Fund; from the Water Fund to the Water Bond Retirement Fund and Water Capital Fund; and from the 2004 RID Fund to the G.O. Bond Retirement Fund; and declaring an emergency.

Ordinance No. 2017-06. An Ordinance, otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2017-04, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2017.

Emergency Ordinance No. 2017-07. An Ordinance amending Section 5.33 of the Personnel Policy Manual related to firearms in vehicles on public property and declaring an emergency.

Emergency Ordinance No. 2017-08. An Ordinance accepting the donation of real property, dedicating said property to be used as public right-of-way known as Navigator Way, and declaring an emergency.

Ordinance No. 2017-09. An Ordinance otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2017-06, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2017.

Emergency Ordinance No. 2017-10. An Ordinance authorizing the sale or trade in of certain personal property no longer needed for municipal purposes and declaring an emergency.

Emergency Ordinance No. 2017-11. An Ordinance accepting the donation of real property and dedicating said real property to be used as public right-of-way for the extension of Gateway Boulevard and declaring an emergency.

Ordinance No. 2017-12. An Ordinance, otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2017-09, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2017.

Ordinance No. 2017-13. An Ordinance amending and supplementing Chapter 887 of the codified Ordinances of the City of Monroe to provide for a two percent levy on income tax, one and five one hundredths percent (1.5%) shall be allocated to the General Fund; thirty five one hundredths (.35) shall be allocated for public safety; fifteen one hundredths (.15) shall be allocated to capital improvement projects; provide for a credit to residents owning and residing in Monroe; and provide for the submission to the electorate the question of the proposed amendments contained herein.  REPEALED

Ordinance No. 2017-14. An Ordinance amending and supplementing Chapter 1040 of the Codified Ordinances of the City of Monroe to replace the words municipal or municipality with city; increase the deposit for non-owner occupied properties; remove the penalty for nonppayment; establish a trip charge for disconnection and connection of water service; and correct certain typographical erros.

Emergency Ordinance No. 2017-15. An Ordinance authorizing the sale of certain personal property no longer needed formunicipal purposes and declaring an emergency.

Emergency Ordinance No. 2017-16. An Ordinance authorizing the trade in of certain personal property towards the purchase of a new wood chipper and declaring an emergency.

Emergency Ordinance No. 2017-17. An Ordinance authorizing the trade in of certain personal property towards the purchase of a new wood chipper and declaring an emergency.

Ordinance No. 2017-18.  An Ordinance amending and supplementing Chapter 887 of the Coidified Ordinances of the City of Monroe to increase the City income tax rate from the current rate of one and one-half percent (1.5%) to two percent (2%) effective January 1, 2018, for the purpose of the current rate continuing to be allocated to the General Fund, the increase to be used for public safety and capital improvements with a credit to property owners residing in the City of Monroe, and provide for the submission to the electorate the question of the proposed amendments contained herein. 

Ordinance No. 2017-19.  An Ordinance, otherwise known as the appropriations ordinance, amending and supplementing Ordinance No. 2017-12, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2017.

 

Resolutions

A resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.

Emergency Resolution No. 01-2017.  A Resolution approving a Then-and-Now Certificate in the amount of $3,040.00 to Digital Visions and declaring an emergency.

Emergency Resolution No. 02-2017.  A Resolution approving a Then-and-Now Certificate in the amount of $13,608.00 to Accela Inc. and declaring an emergency.

Emergency Resolution No. 03-2017. A Resolution approving a Then-and-Now in the amount of $13,570 to the Perfection Group and declaring an emergency.

Emergency Resolution No. 04-2017. A Resolution directing the Director of Finance to request an advancement of taxes assessed and collected on behalf of the City of Monroe from the Auditors of Butler and Warren Counties and declaring an emergency.

Emergency Resolution No. 05-2017. A Resolution approving blanket purchase orders as recommended by the Director of Finance and the City Manager and declaring an emergency.

Emergency Resolution No. 06-2017. A Resolution expressing Council's intent for the sale of personal property not needed for public use or is obsolete or unfit for the use for which it was acquired by internet auction and declaring an emergency.

Emergency Resolution No. 07-2017. A Resolution authorizing and directing the City Manager or designee to apply for any and all grant funds; provided that acceptance of any grant funds, including matching funds, must be specifically approved by Council, and declaring an emergency.

Emergency Resolution No. 08-2017. A Resolution approving a Then-and-Now Certificate in the amount of $4,450.00 to All American Fire Equipment Inc. and declaring an emergency.

Emergency Resolution No. 09-2017. A Resolution of support for the Miami 2 Miami Connection and declaring an emergency.

Emergency Resolution No. 10-2017. A Resolution accepting donations from various donors as further described herein and declaring an emergency.

Emergency Resolution No. 11-2017. A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and Rozzis' Famous Fireworks for a display during the September 23, 2017, Bicentennial Birthday Celebration, and declaring an emergency.

Emergency Resolution No. 12-2017.  A Resolution authorizing the City Manager to execute a controlled vehicle request through the Ohio Law Enforcement Support Office.

Emergency Resolution No. 14-2017.  A Resolution approving a Then-and-Now Certificate in the amount of $4,625.00 to Dalmation Fire Equipment and declaring an emergency.

Emergency Resolution No. 15-2017. A Resolution approving a Then-and-Now Certificate in the amount of $3,340.00 to Tri State Public Safety and declaring an emergency.

Emergency Resolution No. 16-2017. A Resolution approving a Then-and-Now Certificate in the amount of $3,771.38 to Bricker & Eckler LLP and declaring an emergency.

Emergency Resolution No., 17-2017. A Resolution declaring the necessity of repairing certain sidewalks, curbs, gutters and driveway aprons in the City of Monroe, County of Butler, Ohio, requiring that abutting property owners repair the same, and declaring an emergency.

Emergency Resolution No. 18-2017. A Resolution authorizing the City Manager to accept a proposal from CT Consultants for professional engineering services and declaring an emergency.

Emergency Resolution No. 19-2017. A Resolution strongly opposing the State of Ohio Governor's proposed 2017-2018 budget, which proposes centralized collection of net profit tax rteturns and other provisions related to the muncipal income tax which will cause a substantial loss of revenue needed to support the health, safety, welfare, and economic development efforts of Ohio municipalities, and declaring an emergency.

Resolution No. 20-2017.  A Resolution approving the application for placement of farmland in an agricultural district filed by Donald L. Garver and Robert G. Majors, Trustees, for real property located at 4350 Salzman Road pursuant to Chapter 929 of the Ohio Revised Code.

Resolution No. 21-2017.  A Resolution approving the application for placement of farmland in an agricultural district filed by Martha Jane Zecher for real property located at 6099 Niederlander Lane pursuant to Chapter 929 of the Ohio Revised Code.

Resolution No. 22-2017.  A Resolution authorizing the acceptance of 20 pedal cars by the Hayneedle Company to be used for the Monroe Police Department Safety Town.

Emergency Resolutionj No. 23-2017.  A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and Juggler Dave and Friends, LLC for the Bicentennial Birthday Celebration and declaring an emegency.

Emergency Resolution No. 24-2017.  A Resolution authorizing the City Manager to enter into an agreement with Brandstetter Carroll, Inc. to perofrm a Master Plan for Monroe Community Park, and declaring an emergency.

Emergency Resolution No. 25-2017.  A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Brandstetter Carroll, Inc. to perform a Master Plan for Baker Sports Complex and declaring an emegency.

Emergency Resolution No. 26-2017.  A Resolution authorizing the City Manager to enter into a donation agreement by and between the City of Monroe and Jerry A. Couch for the acceptance of real property as further described herein and declaring an emergency.

Emergency Resolution No. 27-2017. A Resolution approving a Then-and-Now Certificate in the amount of $15,106.39 to KZF and declaring an emergency.

Emergency Resolution No. 28-2017. A Resolution approving a Then-and-Now Certificate in the amount of $3,000.00 to EC Link and declaring an emergency.

Emergency Resolution No. 29-2017. A Resolution authorizing the City Manager to enter into an agreement with Majors Enterprises for the South Main Street Water Main Project and declaring an emergency.

Emergency Resolution No. 30-2017. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Brandstetter Carroll, Inc. to design Jerry Couch Boulevard and declaring an emergency.

Resolution No. 31-2017.  A Resolution acceptijng the recommendation of the Warren County Tax Incentive Review Council of March 9, 2017.

Emergency Resoolution No. 31A-2017. A Resolution accepting wheels and tires from Ziegler Tire for the Police Department's M35 Utility Cargo Vehicle and declaring an emergency.

Emergency Resolution No. 32-2017. A Resolution approving a Then-and-Now Certificate in the amount of $15,677.02 to Stryker Corporation and declaring an emergency.

Emergency Resolution No. 33-2017. A Resolution authorizing the City Manager to enterinto a contract by and between the City of Monroe and Adleta Construction for the Pavement Resurfacing Project and declaring an emergency.

Emergency Resolution No. 34-2017. A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and America's Decorative Concrete for the Concrete Rehabilitation Project and declaring an emergency.

Resolution No. 35-2017. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe, the Butler County Educational Service Center and the Monroe Local School District for certain technology related services.

Emergency Resolution No. 36-2017. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and the Monroe Lions Club for the Light Up the Sky Event and declaring an emergency.

Emergency Resolution No. 37-2017. A Resolution authorizing the City Manager to enter into a lease agreement by and between the City of Monroe and Enterprise Fleet Management for the lease of four police cruisers and declaring an emergency.

Emergency Resolution No. 38-2017. A Resoluiton adopting the Tax Budget for the City of Monroe, Ohio, for the 2018 fiscal year and declaring an emergency.

Emergency Resolution No. 39-2017. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and HORAN Associates, Inc. for consulting, actuarial, and brokerage services for the City of Monroe's employee benefits program and declaring an emergency.

Emergency Resolution No. 40-2017. A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and CivicPlus for the redesign of the City's website and declaring an emergency.

Emergency Resolution No. 41-2017. A Resolution accepting grant funds from the Ohio Public Works Commission of Emergency Funds for the South Salzman Road Bridge Repair Project and declaring an emergency.

Resolution No. 42-2017.  A Resolution accepting a grant from the Ohio Public Works Commission for the Hankins Road Rehabilitation Project in cooperation with the Butler County Engineer; Liberty Township; and Lemon Township.

Emergency Resolution No. 44-2017. A Resolution amending and supplementing Emergency Resolution No. 05-2017 approving blanket purchase orders as recommended by the Director of Finance and the City Manager and declaring an emergency.

Emergency Resolution No. 45-2017. A Resolution authorizing the City Manager to prepare and submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s) and to execute contracts as required for the Salzman Road Bridge Project and declaring an emergency.

Emergency Resolution No. 46-2017. A Resolution awarding the bid and authorizing the City Mnager to enter into an agreement by and between the City of Monroe and Ford Development Corporation for the Salzman Road Bridge Rehabilitation Project and declaring an emergency.
