The United States Environmental Protection Agency (USEPA) requires that steps be taken to aggressively prevent storm water pollution and control runoff to improve water quality. As a result of this requirement, the City of Monroe submitted a Storm Water Management Plan (SWMP) in accordance with the USEPA National Pollution Discharge Elimination System (NPDES) Phase II regulations at 40 CFR Part 122.32 and the Ohio Water Pollution Control Act at Ohio Revised Code Chapter 6111. The SWMP outlines the City of Monroe’s program to develop, implement, and enforce a SWMP designed to reduce the discharge of pollutants to the maximum extent practicable, to protect water quality, to satisfy the appropriate requirements of the Clean Water Act in accordance with the Ohio Environmental Protection Agency NPDES Phase II Program.

2006 Storm Water Rate Study
Through the adoption of Ordinance No. 2003-25 City Council determined an equitable approach to funding storm water management services and facilities. A schedule of service charges upon properties that is related to the burden of storm water quality control service requirements and costs posed by properties throughout the City was adopted.
