2021 Legislation

An Ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease, or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.

Ordinance Number 2021-01 (PDF). An Ordinance amending and supplementing Chapter 286 of the Codified Ordinances to increase and add certain fees for services.

Ordinance Number 2021-02 (PDF).  An Ordinance amending Section 860.06 of Chapter 860 of the Codified Ordinances to remove the specific license fees.

Ordinance Number 2021-03 (PDF). An Ordinance amending Exhibit "1" of Ordinance No. 2020-36 to establish the position and pay range of GIS Analyst.

Ordinance Number 2021-04 (PDF). An Ordinance repealing and amending Chapter 284 of the Codified Ordinances to comply with the Charter and change the procedures of the Audit Committee to align with the procedures of other boards, commissions, and committees of the City.

Ordinance Number 2021-05 (PDF). An Ordinance amending and supplementing Ordinance No. 2020-35, otherwise known as the temporary appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2021.

Ordinance Number 2021-06 (PDF). An Ordinance granting an easement to Duke Energy Ohio, Inc. for the underground transmission of natural gas at 6262 Hamilton-Middletown Road.

Ordinance Number 2021-07 (PDF). An Ordinance, otherwise known as the permanent appropriations ordinance, to meet current expenses, and other expenditures of the City of Monroe, during fiscal year ending December 31, 2021.

Emergency Ordinance Number 2021-08 (PDF). An Ordinance authorizing the City to participate in cooperation with, and requesting the Warren County Port Authority's participation in, the refunding of Port Authority Development Revenue Bonds issued to finance public improvements for the Monroe special assessment project; and authorizing the execution of a First Amendment to Cooperative Agreement in connection with such refunding, and declaring an emergency.

Ordinance Number 2021-09 (PDF). An Ordinance authorizing the extension of the existing contract with Rumpke through January 31, 2023, and amending Section 1060.03(a) of the Codified Ordinances to increase the rate charged for garbage and trash collection to $18.48.

Emergency Ordinance Number 2021-10 (PDF). An Ordinance granting an easement to Duke Energy Ohio, Inc. for the purposes of the installation and maintenance of electric lines serving Monroe Bicentennial Commons Park and declaring an emergency.

Emergency Ordinance Number 2021-11 (PDF).  An Ordinance amending Ordinance No. 2021-09 to correct a typographical error and declaring an emergency.

Ordinance Number 2021-13 (PDF).  An Ordinance amending and supplementing Ordinance No. 2021-07, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2021.

Ordinance Number 2021-14 (PDF).  An Ordinance supplementing Exhibit "1" of Ordinance No. 2021-03 to establish the unclassified position and pay range of Human Resources Manager.

​Ordinance Number 2021-15 (PDF).  An Ordinance combining the Street Fund and the Motor Vehicle License Tax Fund.

​Ordinance Number 2021-16 (PDF).  An Ordinance accepting real property containing 1.3427 acres, more or less, from Park 63, Limited, a further described herein to be used for public purposes.

​Ordinance Number 2021-17 (PDF). An Ordinance supplementing Section 412.01 (A) (1) of the Codified Ordinances to specifically include grass clippings.

​Emergency Ordinance No. 2021-18 (PDF).  An Ordinance authorizing the City Manager to enter into a lease agreement wit the highest bidder for the real property known as the Baker Sports Complex and declaring an emergency.

Ordinance Number 2021-19 (PDF).  An Ordinance amending and supplementing Chapter 1065 of the Codified Ordinances to change the reservation fees and rules and regulations related to the reservation of the Monroe Community Room and Small Conference Room located at 6 East Avenue.

Ordinance Number. 2021-20 (PDF).  An Ordinance supplementing Chapter 286 of the Codified Ordinances to establish the reservation fee for the Monroe Community Room and Small Conference Room at 6 East Avenue.

Ordinance Number 2021-21 (PDF).  An Ordinance amending and supplementing Section 1064.03 of the Codified Ordinances to establish rules and regulations for park areas designed as dog parks.

Emergency Ordinance Number 2021-23 (PDF).  An Ordinance adopting an allocation plan for the distribution of certain personal services and declaring an emergency.

Emergency Ordinance Number 2021-24 (PDF). An Ordinance establishing the American Rescue Plan Act Fund and declaring an emergency.

Emergency Ordinance Number 2021-26 (PDF). An Ordinance providing for the submission to the electorate of amendments to Section 4.02 of the Charter of the City of Monroe, Ohio, to allow any eligible Council Member to submit their name for consideration of Mayor and/or Vice Mayor, and declaring an emergency.

Emergency Ordinance Number 2021-28 (PDF). An Ordinance providing for the submission to the electorate of amendments to the Charter of the City of Monroe, to provide for gender neutral references; require Council proceedings on public media platforms; include additional duties of the City Manager; amend what is to be adopted by an ordinance; permit legislation to be read by title only unless otherwise indicated; all resolutions to become effective immediately; increase the time limit for zoning public hearings from 30 to 60 days; add or eliminate departments; eliminate the requirement for Council to authorize obtaining bids; and declaring an emergency.

Ordinance Number 2021-29 (PDF).  An Ordinance rezoning real property containing approximately 35 acres, more or less, located at 860 Holman Avenue from A-1 Large Scale Agricultural District to L-1 Light Industrial District.

Emergency Ordinance Number 2021-36 (PDF).  An Ordinance authorizing the purchase of real property from Barbara Trimble, Successor Trustee of the William H. Trimble Trust Agreement and Barbara Trimble, Trustee of the Barbara Trimble Trust Agreement for easement purposes for the Great Miami River Trail, and declaring an emergency.

Emergency Ordinance Number 2021-37 (PDF). An Ordinance authorizing the purchase of real property from Frank C. Frey and Mary Lindon Trustees of the Frey Preservation Trust for easement purposes for the Great Miami River Trail and declaring an emergency.

Ordinance Number 2021-45 (PDF).  An Ordinance amending and supplementing Chapter 887 of the Codified Ordinances requiring retirees and minors to only file if they meet Federal guidelines and eliminate the requirement for businesses to file withholding payments semi-monthly.

Ordinance Number 2021-46 (PDF).  An Ordinance approving a final plat for Section 2, Block A, of the Trails of Todhunter Conservation Subdivision.

Emergency Ordinance Number 2021-47 (PDF).  An Ordinance granting and designating real property owned by the City of Monroe as an easement for the Great Miami River Trail and declaring an emergency.

Emergency Ordinance Number 2021-48 (PDF). An Ordinance authorizing a long-term and use permit from the Miami Conservancy District to be used for public purposes related to the Great Miami River Trail - Monroe Section, and declaring an emergency.

Ordinance Number 2021-51 (PDF).  An Ordinance accepting utility easements from Restaurant Management, Inc. and Rhonda G. Posey, Trustee of the Steven Posey Trust.  

Ordinance Number 2021-52 (PDF). An Ordinance adopting the Water Rate Study dated September 14, 2021 and amending and supplementing the Water Rates as recommended in the Water Rate Study.

Emergency Ordinance Number 2021-53 (PDF). An Ordinance authorizing the City Manager to enter into a First Assigned, Amended and Restated Community Reinvestment Area Agreement by and between the City of Monroe, Prologis Logistics Services Incorporated, and Fred Meyer Stores, Inc., and declaring an emergency.

Emergency Ordinance Number 2021-53A (PDF).   An Ordinance authorizing the purchase of real property from Performance Food Group, Inc. to be used as right-of-way to allow for the widening of Lawton Avenue and declaring an emergency.

Emergency Ordinance Number 2021-54 (PDF).  An Ordinance amending and supplementing the Personnel Policy Manual to include vacation buy back, increase in accrued leave received upon separation, carry over of vacation and personal hours, calculating accrual of vacation, and addition of holidays permitted to be swapped, and declaring an emergency.

Ordinance Number 2021-55 (PDF).  An Ordinance amending and supplementing Ordinance No. 2021-44 to authorize a 3.5% cost of living to non union employees.  

Ordinance Number 2021-55A (PDF). An Ordinance amending and supplementing Ordinance No. 2021-43, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2021.

​A Resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.

Emergency Resolution Number 01-2021 (PDF). A Resolution approving a Then-and-Now Certificate and ratify the change orders in the amount of $295,496.67 for the reconstruction of 601 South Main Street to Graybach, LLC and declaring an emergency.

Resolution Number 02-2021 (PDF). A Resolution authorizing the City Manager to enter into a Memorandum of Understanding by and between the City of Monroe and other participating political subdivisions in Warren County for the purpose of establishing and maintaining the existence of a task force to provide tactical response in specialized situations requiring a law enforcement response.

Emergency Resolution Number 50-2021 (PDF). A Resolution amending Emergency Resolution No. 53-2019 adopted by the City Council of the City of Monroe, Ohio on January 14, 2020 and declaring an emergency.

Resolution Number 51-2021 (PDF).  A Resolution adopting the Advance Monroe 2040 Comprehensive Plan.
