2022 Legislation
An Ordinance is the formal written enactment of Council in the exercise of a governmental power vested by the Constitution or statutes in the Municipality for the regulation of the conduct of its citizens or others subject to its control, and intended to be of permanent duration. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase lease, or transfer of public property; or establishing an offense and fixing the penalty therefor, shall be taken by ordinance.
Emergency Ordinance Number 2022-01(PDF). An Ordinance amending and supplementing Exhibit "1" of Ordinance No. 2021-35 to increase the number of positions for Finance Specialist, Utility Billing Specialist, Assistant Fire Chief, Public Works Crew Leader, and Operator/Laborer; and change the title of City Engineer to Civil Engineer, and declaring an emergency.
Ordinance Number 2022-02 (PDF). An Ordinance granting an easement to Duke Energy Ohio, Inc. for the purposes of replacing a casing over an existing gas main.
Ordinance Number 2022-03 (PDF). An Ordinance amending and supplementing Chapter 1022 of the Codified Ordinances to require a deposit, establish a fine, amend the penalty, and change the issuer/approver of permits for sidewalk, curb and gutter, and drive apron work.
Ordinance Number 2022-04 (PDF). An Ordinance repealing Chapter 1028 known as Comprehensive Stormwater Management and amending and supplementing Chapter 1028.
Ordinance Number 2022-05 (PDF). An Ordinance amending Section 1 of Ordinance No. 2021-52 to reflect the correct rates as set forth in the September 14, 2021 Water Rate Study.
Emergency Ordinance Number 2022-06 (PDF). An Ordinance amending and supplementing Exhibit "1" of Emergency Ordinance No. 2022-01 to increase the number of positions for Public Works Administrative Assistant, establish the positions and pay range of Finance Administrator, Battalion Chief, and EMS Coordinator, and declaring an emergency.
Ordinance Number 2022-07 (PDF). An Ordinance amending and supplementing Ordinance No. 2021-56, otherwise known as the permanent appropriations ordinance, to meeting current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2022.
Emergency Ordinance Number 2022-08 (PDF). An Ordinance authorizing the City to participate in cooperation with, and requesting the Warren County Port Authority's participation in, the financing of public improvements for the Corridor 75 Park Project, and declaring an emergency.
Emergency Ordinance Number 2022-09 (PDF). An Ordinance approving a water rate for Moeller Brew Barn and declaring an emergency.
Emergency Ordinance Number 2022-10 (PDF). An Ordinance authorizing the City Manager to enter into a Development Agreement by and between the City of Monroe, Thorntons, LLC, and Corridor 75 Park, Ltd for a retail fuel station/convenience store and declaring an emergency.
Emergency Ordinance Number 2022-11 (PDF). An Ordinance approving a grant as part of the City's economic development incentive policy, authorizing the City Manager to enter into a grant agreement for the same, and declaring an emergency.
Emergency Ordinance Number 2022-12 (PDF). An Ordinance vacating a certain water line easement containing 2608.28 square feet no longer needed for municipal purposes and declaring an emergency.
Emergency Ordinance Number 2022-13 (PDF). An Ordinance releasing certain deed restrictions no longer needed for municipal purposes and declaring an emergency.
Emergency Ordinance Number 2022-14 (PDF). An Ordinance providing for the submission to the electorate of amendments to Section 4.01 and Section 4.06 of the Charter of the City of Monroe establishing term limits for members of City Council, to reduce unexcused absences from four to three consecutive regular meetings, require the attendance of 66% of regularly scheduled meetings in a calendar year, and declaring an emergency.
Emergency Ordinance Number 2022-15 (PDF). An Ordinance providing for the submission to the electorate of amendments to the Charter of the City of Monroe, Ohio, to provide for gender neutral references; require Council proceedings on public media platforms; include additional duties of the City Manager; add or eliminate departments; and declaring an emergency.
Emergency Ordinance Number 2022-16 (PDF). An Ordinance providing for the submission to the electorate of amendments to the Charter of the City of Monroe, Ohio, to amend what is to be adopted by an ordinance; permit legislation to be read by title only unless otherwise indicated; all resolutions to become effective immediately; increase the time limit for zoning public hearings from 30 to 60 days; eliminate the requirement for Council to authorize obtaining bids; and declaring an emergency.
Ordinance Number 2022-17 (PDF). An Ordinance accepting a 20 foot water main easement from the Monroe Local School District Board of Education.

Emergency Ordinance Number 2022-23 (PDF). An Ordinance amending and supplementing Exhibit "1" of Emergency Ordinance No. 2022-06 to increase the number of positions for Patrol Officer, eliminate the position of Engineering Technician, establish the position and pay range for Construction Inspector, and declaring an emergency.

Emergency Ordinance Number 2022-25 (PDF). An Ordinance amending and supplementing the Traffic Code and General Offenses Code of the Codified Ordinances to bring City law into conformity with State law and declaring an emergency.
Ordinance Number 2022-26 (PDF). An Ordinance amending and supplementing Ordinance No. 2022-22, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2022.

Ordinance Number 2022-29 (PDF). An Ordinance amending and supplementing Ordinance No. 2022-26, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2022.
Ordinance Number 2022-30 (PDF). An Ordinance repealing the previously adopted Personnel Policy Manual and subsequent amendments and adopting a revised Personnel Policy Manual as set forth herein.
Ordinance Number 2022-32 (PDF). An Ordinance amending and supplementing Ordinance No. 2022-29, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, fiscal year ending December 31, 2022.
Ordinance Number 2022-33 (PDF). An Ordinance rezoning real property containing approximately 21 acres, more or less, located at Roden Park Drive and Crossings Boulevard, and further described herein, from C-4 Gateway Commercial Planned Unit Development to R-4 Multi-Family Planned Unit Development pursuant to the recommendations of the Monroe Planning Commission authorizing the City Manager to enter into an amended Planned Unit Development Agreement by and between the City of Monroe and Park Place Development, LLC.
Ordinance Number 2022-34 (PDF). An Ordinance supplementing Chapter 1064 of the Codified Ordinances to establish regulations for memorial trees and benches to be placed in City-owned parks.
Ordinance Number 2022-35 (PDF). An Ordinance amending and supplementing Ordinance No. 2022-23 to authorize a 3.5% cost of living to non union employees
Ordinance Number 2022-36 (PDF). An Ordinance amending and supplementing Ordinance No. 2022-32, otherwise known as the permanent appropriation ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2022.
Ordinance Number 2022-37 (PDF). An Ordinance, otherwise known as the permanent appropriations ordinance, to meet current expenses and other expenditures of the City of Monroe, during fiscal year ending December 31, 2023.
Ordinance Number 2022-38 (PDF). An Ordinance levying upon the lots and lands enumerated in the list of estimated assessments the amounts on such list as further described herein for curbs, gutters, and driveway aprons.
Ordinance Number 2022-39 (PDF). An Ordinance amending Section 1060.03(a) of the Codified Ordinances to increase the rate charged for garbage and trash collection.
A Resolution is the formal written enactment of Council of a less permanent nature, not prescribing any permanent rules of conduct and usually required or applied to the preliminary declaration of legislative intent to be effectuated by the subsequent passage of an ordinance, or for the disposition of a specific matter not required by statute or Charter provisions to be done by ordinance.
Emergency Resolution Number. 01-2022 (PDF). A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Fishbeck to update the stormwater ordinance to comply with the United States and Ohio Environmental Protection Agencies and declaring an emergency.Resolution Number 02-2022 (PDF). A Resolution instructing the Assistant Finance Director to request an advancement of taxes assessed and collected on behalf of the City of Monroe from the Auditors of Butler and Warren Counties.

Emergency Resolution Number 05-2022 (PDF). A Resolution authorizing the City Manager to enter into a lease agreement by and between the City of Monroe and Enterprise Fleet Management for the lease of five Western Star Dump Trucks and declaring an emergency.
Emergency Resolution Number 06-2022 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $3,442.50 to the Center for Local Government and declaring an emergency.
Resolution Number 07-2022 (PDF). A Resolution authorizing the City Manager to enter into a professional services engineering agreement by and between the City of Monroe and Woolpert, Inc. for imagery/lidar acquisition.
Resolution Number 08-2022 (PDF). A Resolution approving the Application for Placement of Farmland in an agricultural district filed by Donald W. Garver for real property located at 4350 Salzman Road.
Resolution Number 09-2022 (PDF). A Resolution approving the Application for Placement of Farmland in an agricultural district filed by Ruth Ann Young and Barbara Ann Hoffman for real property located at 6099 Niederlander Lane.
Emergency Resolution Number 10-2022 (PDF). A Resolution accepting the lowest and/or best bid submitted for the East Avenue Water Main Replacement Project and authorize the City Manager to enter into an agreement by and between the City of Monroe and Larry Smith Inc., and declaring an emergency.

A Resolution accepting the lowest and/or best bid submitted for the State Route 63 and Interstate 75 Interchange Mowing and Landscaping Contract and authorizing the City Manager to enter into an agreement by and between the City of Monroe and Olympic Lawns, and declaring an emergency.
Resolution Number 12-2022 (PDF). A Resolution authorizing the City Manager to enter into an amended Medical Director agreement by and between the City of Monroe and Jill C. Aston to increase the annual payment for services provided to the Department of Fire as Medical Director.

Resolution Number 44-2022 (PDF). A Resolution authorizing the City Manager to enter into a Mutual Police Aid Agreement by and between the City of Monroe and other political subdivisions.
Resolution Number 45-2022 (PDF). A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Alan Scherr Associates for professional architectural services for the development of a request for qualifications related to the design/build of a new public works facility.
Emergency Resolution Number 46-2022 (PDF). A Resolution authorizing the City Manager to enter into a contract by and between the City of Monroe and CitizenLab, Inc. to provide an engagement strategy with citizens and businesses and declaring an emergency.
Resolution Number 47-2022 (PDF). A Resolution authorizing the acceptance of the Curbside Solid Waste & Recycling Collection bid submitted by Rumpke Waste & Recycling through the Center for Local Government and authorize the City Manager to enter into an agreement for the acceptance of said bid.
Resolution Number 48-2022 (PDF). A Resolution granting consent to the Ohio Department of Transportation for resurfacing and pavement repair, share the road signage, replacement of a bridge, and minor bridge rehabilitations on a portion of State Route 4.
Resolution Number 49-2022 (PDF). A Resolution authorizing the City Manager to enter into a Joint Economic Development District Agreement by and between the City of Monroe and the Township of Turtlecreek.
Resolution Number 50-2022 (PDF). A Resolution authorizing the City Manager to enter into a Memorandum of Understanding by and between the City of Monroe, the Monroe Local School District, and the SouthWest Ohio Computer Association for the relocation of fiber assets, and declaring an emergency.
Resolution Number 51-2022 (PDF). A Resolution authorizing the City Manager to enter into a contract with Hendel’s Affordable Tree Service for the Great Miami Trail Clearing and Grubbing Project and declaring an emergency.
Resolution Number 52-2022 (PDF). A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Velecor Services for the purchase of a Storage Array Network and declaring an emergency.
Resolution Number 53-2022 (PDF). A Resolution authorizing the City Manager to implement a Health Savings Account for calendar year 2023.
Resolution Number 54-2022 (PDF). A Resolution authorizing the City Manager to enter into an agreement by and between the City of Monroe and Kendig Keast Collaborative for a comprehensive revision of the City’s Planning and Zoning Code.
Resolution Number 55-2022 (PDF). A Resolution approving blanket purchase orders as recommended by the Director of Finance and the City Manager.
Resolution Number 56-2022 (PDF). A Resolution accepting donations from various donors as described herein.
Resolution Number 57-2022 (PDF). A Resolution approving a Then-and-Now Certificate in the amount of $9,205.18 to CivicPlus LLC to update the Codified Ordinances.
Resolution Number 58-2022 (PDF). A Resolution authorizing the City Manager to enter into a Memorandum of Understanding by and between the City of Monroe and the Board of County Commissioners of Butler County, Ohio for dispatch services.
